The opportunity
Bloor Homes received outline planning permission in late 2025 for a landscape-led new neighbourhood of 211 high-quality homes and extensive green public open spaces to the east of Fradley Lane, Fradley, Lichfield. A detailed reserved matters application has since been submitted and is awaiting determination before delivery of the development commences.
Part of the planning permission for the development includes the provision by Bloor Homes of a 0.1 hectare (0.25 acre) serviced site for a new community facility located in the heart of the new neighbourhood. Services provided to the site would include a road connection and utilities such as power supply, fibre internet connectivity, mains water supply and foul water drainage provided to the site boundary.
Bloor Homes is now inviting expressions of interest from community organisations or commercial entities who are interested in taking on the site to deliver a new community facility within the development.
Location
The community asset site is located centrally within Bloor Homes’ development in Fradley. It is set within proposed public open space to the north of the primary street through the development. A proposed parking area fronts the site, and a bus loop would be located on the opposite side of the street.
The site for the proposed community asset is located centrally within the proposed development, circled in red on the above plan. Click to open interactive map

The process
Consultation period (Expressions of Interest)
1 November 2026 – 31 February 2027Expressions of interest are invited for a period of four months until Sunday 31st of February 2027. At this stage, no detailed business plans are required, simply genuine expressions of interest in taking on and delivery a facility at the site. Expressions of interest should be submitted using the short form at the end of this webpage.
Marketing period (Business case submissions)
1 April 2027 – 31 July 2027All organisations who have submitted an expression of interest will invited to prepare and submit a viable business case to Bloor Homes which will need to clearly evidence the ability to fund the delivery of the community facility to a point of practical completion, as well as the long term stewardship of the asset.
Recommendations to Lichfield District Council
August 2027 onwardsFollowing the end of the marketing period, Bloor Homes will present to the council evidence of interest and business cases received, along with a recommendation on a preferred delivery partner for approval by the council.
Exchange of contracts and reserved matters planning application
Late 2027/early 2028Once a preferred partner has been identified and notified, and a legal pack prepared, the preferred partner will then have an 8 week period (with the potential to extend by a maximum of a further 4 weeks) to exchange contracts. A reserved matters application setting out the detail of the proposed facility will then need to be submitted to the Local Planning Authority within a six month period.
